The “Hong Kong Inter-school Civic Education Officer Competition” is a long-term programme in collaboration with the “Narcotics Bureau,” “Cyber Security and Technology Crime Bureau Training,” and “Financial Intelligence and Investigation Bureau” of the Hong Kong Police Force. This year, TVB has become our Exclusive Media Partner, providing full support for the event.
The programme aims to enhance the social responsibility and civic awareness of young people, enabling them to discern right from wrong and prevent manipulation or deception by criminals.
It seeks to establish positive social values and prevent youth crime during school years.
In the long term, the programme aims to enhance students’ national education, civic awareness, media literacy, and digital literacy, empowering them to become leaders who promote national culture, enhance national identity, and foster a sense of belonging.
Annual Competition:
Each year, the competition inspires students’ expression, creativity, and self-confidence by selecting 100 students from Primary 4 to Secondary 5.
Each winning student will undergo training in “Media and Digital Literacy” and “Civic Education,” learning to discern fake news, develop correct concepts, and enhance vigilance.
Students not only receive certificates but also participate in a prestigious graduation ceremony at the Police Headquarters, receiving significant recognition.
Medium to Long-term Plan:
The programme continuously trains 100 outstanding students each year, with each graduate participating in the Ambassador Programme, being bestowed with the honorary title of “Hong Kong Student Citizen Education Commissioner.”
These honored students will serve as key representatives of the Hong Kong Police Force in schools, responsible for conveying critical messages. Their mission is to use their youthful energy and influence to launch campaigns promoting correct values through platforms such as schools, social media, morning assemblies, and notice boards. Their efforts will have significant impact, inspiring teachers, students, and parents within the school.
Through deep collaboration with the “Cyber Security and Technology Crime Bureau,” “Narcotics Bureau,” and “Financial Intelligence and Investigation Bureau,” students will gain firsthand knowledge on preventing crimes such as “AI scams, online grooming, drug trafficking,” and extensively promote this information within schools to help peers avoid becoming victims of these crimes.
This initiative also deepens students’ civic awareness and sense of responsibility, allowing them to develop a deeper understanding of Chinese history and current affairs through internships and other forms, fostering a caring attitude towards society and cultivating them to become staunch supporters who contribute to the country with critical thinking abilities.
It is expected that these outstanding young people will become important messengers and advocates in the future Hong Kong media industry and various professions, bearing the significant responsibility of disseminating accurate information.

Student Training Courses
Selected students among the top 100 will engage in extensive practical professional training for over 13 hours. This includes unique opportunities to visit key sectors of major media outlets and government agencies, aiming to foster the dissemination of positive messages within their schools.
