Hong Kong Inter-School Civic Education Officer Academy
Hong Kong Inter-School Civic Education Officer Academy was established by ABC Education Foundation in 2024. Each year, it continues to train outstanding students to serve as important representatives of the government in schools, responsible for conveying key messages. At the same time, it encourages students to actively participate in internship experiences, helping them become articulate and discerning leaders who can initiate campaigns promoting the right values.
Vision
The Hong Kong Inter-School Civic Education Officer Academy is dedicated to cultivating young citizens with a global perspective, patriotic spirit, social responsibility, and the ability to lead future development.
Mission
Our mission is to train potential youth to discern right from wrong and communicate effectively, becoming civic education commissioners and influential opinion leaders who advocate for correct values. We aim to enhance their ability to distinguish between true and false information, making them a backbone force in spreading accurate information and values, contributing to the nation and society.

Founder and Convenor’s Message
The establishment of the “Hong Kong Inter-School Civic Education Officer Selection Competition” stems from our deep concern for social responsibility and our earnest hope for the future. In this era of challenges and change, civic education is not only about enhancing students’ understanding but also about each individual’s commitment and action towards society and one another. We firmly believe that through various competitions and activities, we can inspire the younger generation to pay attention to public affairs, cultivate the right values, and ultimately promote social progress and harmony.
This selection competition is co-organized by the “Ebbish Charity Education Fund” and the “Hong Kong Police Force,” aiming to support and nurture young talents in the academic community who are passionate about civic education, empowering them to be key drivers of change. The efforts of each participant not only inject hope, vitality, and innovation into our society but also symbolize the younger generation’s commitment and belief in the future.
We believe that civic education is a continuous journey that requires collective efforts from all sectors of society. Let us join hands with the “Ebbish Charity Education Fund” and the “Hong Kong Police Force” to build bridges of duty and responsibility, promoting a better and more harmonious Hong Kong.

Chairman’s Message
Civic education is the cornerstone of national rejuvenation. Every citizen must first become a good citizen in order to build society and contribute to humanity. Our lives have different civic needs and characteristics at various stages.
For young people, early education is particularly important in becoming good and upright citizens. They need to understand that obeying the law is a fundamental responsibility of citizenship. This year, we have chosen “Prevention of Drug Abuse, Cybercrime, and Positive Living” as our themes to promote this basic civic responsibility to students from Primary 4 to Secondary 5. We will continue to provide them with training in various skills and information, equipping them with the ability and knowledge to promote and advocate for civic education among their peers. I firmly believe that the selection competition for Civic Education Commissioners across Hong Kong will help us create a better and more harmonious Hong Kong.
